The project aims to develop a theory of change that will make a strategic contribution to sustainable and transformative solutions to protracted displacement by directly shaping the work of key UN agencies at the country level through the implementation of an integrated approach.
The Issue
Globally, the scale and complexity of forced displacement is unprecedented. The lives and livelihoods of over 70 million forcibly displaced people are severely disrupted, and the resources of host countries are massively overstretched. A development approach that enhances the humanitarian-development-peace nexus is indispensable to achieve durable solutions in the spirit of the Global Compact on Refugees (GCR) and the 2030 Agenda for Sustainable Development, both of which are grounded in the promise of leaving no one behind and reaching the furthest behind first.
The Project
This project, implemented by UNRISD, is part of a joint effort between UNDP and UNHCR to improve coherence and synergies between interventions deployed by development, humanitarian and peace actors in situations of protracted forced displacement. As part of a multistakeholder approach to forced displacement, including a broad range of bilateral and multilateral development donors and partners, collaboration between humanitarian, development and peace actors should be further fostered in support of host countries, communities and refugees/returnees themselves, in particular in the global South. The 2030 Agenda for Sustainable Development and the Global Compact on Refugees provide a comprehensive framework and programme of action for guiding interventions targeting protracted displacement. The project seeks to develop a theory of change and practical guidance for an integrated humanitarian, development and peace nexus approach to forced protracted displacement.
Project Objectives
- Achieving a better understanding of protracted forced displacement in terms of causes, dynamics and impacts.
- Explaining the developmental impacts of, and incentives associated with, humanitarian aid interventions, and gaining greater understanding of the role of relevant actors from humanitarian, peace and development organizations in the realization of various international commitments related to refugees and displaced people (including IDPs) – including at the earliest possible phase of forced displacement.
- Gaining greater insight into how to apply complementarities in practice, through a stock-taking of good practices and a synthesis of key lessons learned to be addressed.
- Developing a new integrated approach for UNDP and UNHCR to collaboratively support countries affected by protracted displacement situations to adequately address the challenge in a broader context of prevention, preparedness and implementation of the SDGs and the GCR, and to protect and promote displaced people’s well-being, security as well as access to rights and services.
